Minutes of the Meeting

(Meeting combined The Board of Trustees and The Board of Regents)

The combined meeting was held at Room Wayana, The Marriott Hotel, Rio de Janeiro, Brazil at 18:00 on Thursday, November 4, 2004, immediately after the WASPaLM Bureau Meeting where Dr. Marc-A. Viollier reported his Treasurer’s Report as of August 31, 2004 for information and reference of Bureau members.

Dr. I. Sakurabayashi presided the meeting on behalf of Dr. B. Murphy.

2. Minutes of the previous meeting

The minutes of the meetings previously held in Busan, Korea on Saturday, August 30, 2003 were approved.

  1. Action agreed A [To send a copy of the GSF details to the Director-at-Large for South America] was completed on September 16, 2003.

  2. Action agreed B [To enclose copies of the GSF details with the annual invoices sent to Constituent Societies] would be continued.

3. The vacated seat and nomination of Officers

As per stipulated in Chapter 8 WASPaLM By-Laws, WPF Board has 3 trustees, President-elect, Secretary-Treasurer and President, from WASPaLM. Though Dr. K.D. McClatchey, then the President, passed away, it is understood that the vacant seat has already been filled by Dr. Marilene Melo as the new President of WASPaLM and does not necessarily require a further nominee.

4. Visiting Lectureships

No new report

5. Selection of 2003 Gordon Signy Foreign Fellowships;

Dr. Marc-A.Viollier described his observations that WPF would be financially fit for 3 GSF awardees based on his treasurer report described Section 7 below, while the 4th fellowship might not be compensated by our gains in this year.

With discussion and certain note on each applicant commented below, it was unanimously agreed that 2003 Gordon Signy Fellowships were awarded to the following 3 applicants:

Dr. N. Narantsogt, Mongolia: to study virology (Hepatitis B and C), Molecular biological methods for detection of HCV and HBV at the Department of Laboratory Medicine, Tokai University, Japan for 6 months.

(Note) Since the study includes the technology of PCR, the availability of PCR devices should be sure in Mongolia.

Dr. Smita Chowkekar, India: to study dermatopathology, immunopathology, research activities and at the Ackerman Academy of Dermatopathology, New York, U.S.A. for 6 – 12 months.

(Note) Since she is a dermatologist, a discussion arose as to the discipline of pathology. In the UK, dermatologists are trained to look at the histology of the lesions they biopsy, it could be stretched a point to allow her to improve the histological part of her job, with a pragmatic interpretation of criteria.

Dr. Ceyda Kabaroglu, Turkey; to study gas chromatography, liquid chromatography with mass spectrometry in the diagnosis of inborn errors of metabolism at the Head Metabolic Unit Department of Clinical Chemistry and Pediatrics, VU University Medical Center, Amsterdam, Netherlands for 2 months.

Each recipient will receive $US 5,000 following application to Dr M-A Viollier.

6. Report of Secretary

Dr. I. Sakurabayashi reported following 3 topics:

  1. Qualification of applicant
    The original definition of the GSF should be reinserted into the published guidelines for applicants. "Gordon Signy Fellowships have been established to enable young Pathologists from countries with limited resources to visit centers of renowned excellence, in other countries, to learn laboratory techniques that will be of benefit to the services provided from their laboratories when they return home".

  2. Training report
    *Dr. O.M. Dada, Nigeria (Awardees for fiscal 2000), re-submitted on September 9, 2004. * Dr. Isin Soyuer, Turkey (2001) submitted her report on October 19, 2003. * Dr. P.R.L. Morawakage, Sri Lanka (2002), advised us of her plan to submit the report soon. (June 16, 2004)

  3. Current situation of Awardees
    * Dr. J. S. Reis Filho of Portugal (2001) extended his training period to July 2005. He was reminded to submit his training report when he returns home. * Dr. Giedrius Salkus of Lithuania (2002) started his 8 months training on September 8, 2004 at Brigham and Women's Hospital in Boston. * Dr. G. O. OGUN, Nigeria (2002) still has a visa problem, and waited an approval from The American embassy in Nigeria.

7. Treasurer's Report;

Dr. M-A Viollier presented his report (see appendix A and B) that was quite self-explanatory, and his continued hard efforts to manage WPF funds were highly appreciate by all.

8. Other business

At the Bureau meeting, WPF was requested to give further clarification of the relationship between WASPaLM and WPF (see the minutes of WASPaLM). The issue will be reviewed and discussed at Istanbul Meeting.
